Balgarianovinite.com Additional measures to prevent and more effectively investigate the illegal use of poison and poisoned bait in the wild were discussed at a working meeting in Sofia on Friday, said the Ministry of Environment and Water, which hosted the meeting.
It was prompted by the latest incident involving poison in Central Balkan National Park. Participants praised the timely and effective action by the police, prosecution service and national park authorities, which led to the arrest of a suspect just days after the incident.
On August 19, the Green Balkans Wildlife Rescue Centre reported of nine birds found poisoned. On August 21, police in Karlovo (Central Bulgaria) arrested a 36-year-old man for the poisoning of eight vultures in the Central Balkan National Park. The man confessed to the crime.
The meeting was attended by representatives of the Ecology Sector at the Economic Police Department of the Interior Ministry’s National Police General Directorate, the Association of Prosecutors in Bulgaria, the Vulture Conservation Foundation, as well as representatives of the Environment Ministry’s leadership and National Nature Protection Service Directorate.
The institutions agreed that deliberately placing poison in the wild must have real and effective consequences for offenders. All options available under current legislation will be used, while any gaps or limitations identified in practice will be addressed through the necessary legislative amendments.
The participants stressed that the illegal use of poison is a threat not only to protected species. A single piece of poisoned bait can kill numerous wild and domestic animals, pose a risk to human life and health and the environment, and undermine the results of decades of work and significant national and EU funding invested in the recovery of rare and endangered species.
The meeting reviewed the criminal law framework and discussed whether the placing and use of poisoned bait itself should itself be criminalized.
The possibility of strengthening specialization in investigating crimes against nature and providing targeted training for prosecutors and police officers will also be explored. Practical training for police, prosecutors, veterinarians, regional environment and water inspectorates and national park directorates will continue, including with the participation of international experts and representatives of countries with established experience in tackling wildlife poisoning.
Alongside enforcement and criminal liability, the institutions are placing a strong emphasis on addressing the causes that lead to the use of poison. In some cases, poisoned bait is linked to human-predator conflict, in which vultures and other wild animals can become unintended victims. Work with local communities will be stepped up to explain available compensation for damage caused by protected species, as well as preventive measures to reduce conflicts between people and predators.
Targeted information campaigns will be organized in high-risk areas.
Plovdiv will host the European Vulture Conference in the autumn of 2027. The forum is expected to bring together around 400 participants from 55 countries, the Environment Ministry said.
