Balgarianovinite.com Funds earmarked for road accidents prevention and reducing the number of road traffic fatalities are being spent on routine repairs of regional police departments, the purchase of service uniforms and office supplies, as well as seminars and competitions such as Road Traffic Police Officer of the Year, the National Audit Office said on Monday as it presented a report following an audit titled “Effectiveness of the Control Exercised by Interior Ministry Bodies and the Contribution of the Road Safety Fund to Improving Road Safety”. The audit covered the period from January 1, 2021, to June 30, 2025, and the audited institution was the Interior Ministry.
Bulgaria is among the countries with the highest number of road fatalities, yet the measures being taken to reduce road trauma are insufficient and inadequate, the National Audit Office said on its website. More than BGN 500 million intended to improve road safety has accumulated in the specialized Fund, but a large share of the money remains unspent due to administrative and organizational weaknesses within the Interior Ministry, which manages the Fund, the press release reads. At the same time, the number of road accidents has been steadily increasing in recent years, as has the number of injured persons, particularly in serious cases.
The audit states that the 2025 budget plan includes approved funding for construction and renovation work on the Interior Ministry’s building stock in the amount of over BGN 29,000,000, which represents 20% of the planned financial resources for the year.
The report’s main conclusion is that the Interior Ministry does not manage the resources of the Road Safety Fund effectively. Activities financed through the Fund that have a direct impact on improving road safety are very limited in scope and do not contribute to reducing road trauma. The management of the Fund’s resources has not been carried out in accordance with the legally established principles of effectiveness, economy and transparency. There is no in-depth analysis of the causes of road traffic accidents, nor are there clearly defined substantive measures for reducing them.
The Ministry also does not collect or analyze information on the number of road traffic accidents that were not attended by police teams. During the audited period, a total of 485,100 road traffic accidents occurred in Bulgaria, of which 146,592 were attended by Interior Ministry authorities, representing only 30% of all incidents.
The National Audit Office also makes critical observations regarding cumbersome public procurement procedures and the low collection rate of imposed sanctions.

Also on Friday, the Interior Ministry’s press centre reported that Minister Ivan Demerdzhiev has ordered that from now on expenditures under the Road Safety Fund will only be made for activities directly related to improving the road traffic situation in the context of the priority of reducing victims and injured people in accidents. Demerdzhiev claimed that this order was issued after the Minister, upon taking office, requested a review of the current status of activities under the Road Safety Fund and became familiar with the findings.
