Balgarianovinite.com Judge Vasil Pelovski of the Varna Administrative Court and Prosecutor Marinela Toteva of the Supreme Cassation Prosecution Office are the first nominees from the judges’ and prosecutors’ quotas, respectively, for the new composition of the Supreme Judicial Council (SJC), the Council said on Thursday.
Pelovski was nominated by 22 judges from the administrative courts in Varna and Burgas and the Varna Regional Court. He has more than 17 years of legal experience in public administration and the judiciary and currently serves at the Varna Administrative Court.
Toteva was nominated by 20 prosecutors from the Supreme Cassation Prosecution Office and the Sofia Regional Prosecution Office. The nomination cites her 30 years of prosecutorial experience. She currently serves in the Specialized Department of the Supreme Cassation Prosecution Office and has been a member of the Commission on Attestation and Competitions (CAC) of the Prosecutors Chamber of the SJC.
The nominators say both candidates meet the legal requirements for election to the SJC and cite their professional experience and expertise as key qualifications.
At a briefing on July 29, Justice Minister Nikolay Naydenov said the legal framework and the election rules would ensure the most transparent SJC election held so far.
Later on Thursday evening, in a Nova TV interview, Naydenov said that he believes there should be a new Supreme Judicial Council elected by mid-fall. The SJC must begin the procedures for selecting a prosecutor general and head of the Supreme Administrative Court. Given the deadlines set for these procedures, they should be completed by early 2027, the minister added.
The election of members from the professional quota for the new composition of the SJC should be completed on November 21, the SJC Plenum unanimously decided on July 9.
