Balgarianovinite.com Justice Minister Nikolay Naydenov Wednesday said that he had proposed the dismissal of Daniela Miteva as Executive Director of the Registry Agency following a review and analysis of the agency’s work. He spoke during a news briefing after a Council of Ministers meeting.
“I came across shocking and unacceptable practices that had continued for years, which, despite numerous alerts, appeared to have been tolerated or ignored,” the Minister added.
The agency is a strategic institution responsible for registering companies, non-governmental organizations, state institutions, properties, and special pledges. It processes an exceptionally large volume of personal data, and its work impacts the lives of citizens and businesses, Naydenov said.
Miteva’s dismissal is expected to be a fact by the end of the day, Naydenov said. He said that he had submitted a detailed report on the agency’s condition to the Prime Minister, adding that the matter will be referred to the competent authorities, including the Sofia City Prosecution Office.
Naydenov said the appointment of the new management will be announced on Thursday.
The Minister listed some of the identified violations. More than 60% of the positions in the general administration are vacant – there is no chief secretary, no deputy directors, no head of the finance department, and no information security officer, he said. Naydenov added that the finances are in disarray and assets have been improperly accounted for. Problems were also found in the awarding of public procurement contracts.
The insolvency register has not been implemented, despite the Ministry having provided the necessary conditions for this, Naydenov noted.
Information has emerged about discarded documents containing citizens’ personal data and internal official correspondence. “My job is to refer the matter to the competent authorities to determine whether this is negligence or something more,” the Minister said.
Naydenov also described as concerning the fact that there had been alerts about violations several years ago. According to him, there was obstruction of the inspectors’ work. The inspectorate’s report recommended the immediate dismissal of the Executive Director and referral to the Sofia City Prosecution Office, the Minister said, adding that these recommendations were not followed.
The Executive Director received quarterly assessments for their work rated as excellent or very good, which sometimes resulted in five-figure bonuses in BGN, Naydenov added.
“This practice is coming to an end,” the Minister said, noting that he would support the agency’s staff. “I want to ask them to continue fulfilling their duties responsibly so that, once the new management is appointed, the process of recovery can begin,” he added.
