Labour Ministry Tells OECD Bulgaria Is Focusing on Skills Development and Lifelong Learning 2026

Balgarianovinite.com According to a position of Bulgaria before the Organisation for Economic Co-operation and Development (OECD), distributed by the press centre of the Ministry of Labour and Social Policy, Bulgaria is consistently implementing policies aimed at promoting employment, improving workforce quality and achieving sustainable and inclusive economic growth. “The focus is placed on skills development, lifelong learning and better matching labour supply with demand,” the position reads.
A delegation led by caretaker Labour and Social Policy Minister Hasan Ademov took part in the OECD Skills Summit in Istanbul.
During the forum, Ademov held key bilateral talks with his counterparts from Azerbaijan – Anar Aliyev, and from Turkiye – Vedat Isikhan, focusing on improving the protection of labour and social security rights of Bulgarian citizens acquired in either of the two countries.
The summit also discussed opportunities for better use of adult skills and policies aimed at activating the potential of groups often overlooked in the labour market.
Deputy Minister Nataliya Efremova, who is part of the delegation, noted that the development of adult skills is central to Bulgaria’s efforts to respond to demographic change, digital transformation and the green transition.
She said Bulgaria is pursuing consistent policies to expand access to training and encourage lifelong learning in line with European priorities.
Efremova highlighted measures aimed at increasing the flexibility and accessibility of adult training, including the possibility for training in a number of professions to be conducted entirely online in a digital environment.
As a result of these policies, Bulgaria has already achieved its national employment target for people aged 55-64 for 2030, with the employment rate reaching 71.2% in 2025.
The ministry is also pursuing an active policy for the integration of disadvantaged groups and for reducing the share of young people who are not in employment, education or training (NEETs).
Through projects such as “Youth Employment+” and “Youth Internships”, opportunities are being created for training, internships and sustainable employment, including the development of digital skills, the statement said.
