Major Police Inspection Stops Construction of Illegal Residential Complex Near Varna 2026

Balgarianovinite.com Construction of an illegal residential complex in the Baba Alino area near Varna, on the Black Sea, has been halted, Varna Mayor Blagomir Kotsev said at a press conference on Tuesday.
A joint inspection with police was carried out on Friday after previous attempts by authorities to access the site were blocked, Varna Police Director Senior Commissioner Tsvetan Pirovski said. He pointed out that during the inspection, police secured access for the first time and found 29 workers on site, mostly foreign nationals from Ukraine and Moldova, some of whom tried to hide in a nearby forest. Authorities have since placed a municipal police patrol to stop further construction activity.
Varna Municipality is preparing documentation of the illegal structures and issuing stop-work orders, after which demolition could follow, though legal appeals are expected, Kotsev stated. He said that multiple institutions will be involved in further investigations, including a review of possible long-term administrative negligence. Interior Minister Ivan Demerdzhiev has been informed and has ordered checks across responsible agencies.
The development, reportedly backed by a Ukrainian company, covers about 100 decares and borders the Golden Sands nature reserve. It includes 104 buildings under construction or already built, none of which have municipal permits. The project includes mostly two-story houses, multi-storey buildings, internal roads, and infrastructure such as transformer stations and sewage systems – all without authorization. Reports about the site date back to 2023, initially involving illegal tree cutting.
