Meeting with Sofia Mayor, Economy Minister Declares Investments National Priority 2026

Balgarianovinite.com Investments will no longer be the responsibility of just one ministry. They will be elevated to the level of the Council of Ministers in order to clearly demonstrate to investors and local communities that investments are a national priority, Deputy Prime Minister and Minister of Economy, Investments and Industry, Alexander Poulev said during a meeting with Sofia Mayor Vasil Terziev, as quoted by his ministry.
“In certain industries, Sofia has competitive advantages for strategic investors. As part of these processes, and as a condition for a simplified approval procedure and reduced administrative burden, the state will require the integration of Bulgarian suppliers and subcontractors into the value chain. In this way, the benefits will reach regions throughout the entire country,” he emphasized.
The two discussed the development of industrial zones, attracting investments, and coordination between the central government and local authorities. Among the main topics were opportunities for developing the economic zones in Dobroslavtsi and Bozhurishte as part of efforts to attract strategic investors.
Minister Alexander Poulev placed special emphasis on a new institutional framework for managing investment policy and the establishment of an investment coordination unit within the Council of Ministers. The unit will coordinate the work of all responsible institutions involved in implementing projects of national importance.
“There will also be a place in the coordination unit for representatives of local government. You will receive an official invitation to participate so that we can structure the processes correctly from the very beginning,” he told the mayor.
They also discussed sectors such as biotechnology, space technologies, the defence industry, high-tech manufacturing, and solutions related to artificial intelligence.
The minister also presented the legislative initiatives currently being prepared to support the investment process, including measures concerning public-private partnerships.
“The draft proposals will soon be subject to public consultation. Our goal is to ensure that they meet the needs of municipalities and the expectations of investors. We would greatly appreciate your proposals and expert recommendations,” said Poulev.
He added that these proactive policies will take up a central place in the government’s governance programme.
The Deputy Prime Minister stressed the need for close coordination between state institutions, local authorities, and the business community as a key prerequisite for attracting new investments and creating high-quality jobs.
“This coordination is one of the most important messages we can send to investors,” the minister said, noting that political differences must be set aside in favor of focusing on regional development and improving the quality of life for local communities.
Sofia Mayor Terziev said that the government can count on his cooperation in attracting investors and working toward shared objectives.
“Providing the right support for Sofia is not support for the mayor, it is support for the city that generates nearly 40% of the country’s GDP. Every investment in Sofia brings additional revenue to the state treasury and creates more resources for municipalities across the country,” he added.
The two rallied behind the need for a strong partnership between the central government and municipalities, with particular emphasis on cooperation with the capital city. Deputy Prime Minister Poulev invited Terziev to participate personally, or through designated representatives, in investment forums and business delegations of mutual interest.
On Thursday, Parliament adopted on second reading amendments to the Investment Promotion Act related to the restructuring of ministries. The amendments also establish an Investment Coordination Council under the Council of Ministers.
The changes to the Investment Promotion Act are linked to the recently approved new structure of the Council of Ministers and define the respective responsibilities of the Minister of Economy, Investments and Industry and the Minister of Innovation and Digital Transformation.
