Balgarianovinite.com Motorcyclists staged a national protest on Friday over rising mandatory third-party liability motor insurance costs. They blocked traffic in downtown Sofia.
Protesters insist insurers should offer policies for terms of less than one year. They also want the deferred payment option reinstated, saying all insurers restricted it in early March.
Organizers said the changes prompted motorcycle clubs to file complaints with the Financial Supervision Commission (FSC), the Commission for Protection of Competition and the Commission for Consumer Protection, and to stage a protest.
Demonstrators said motorcycles are used mainly seasonally and insurance products should reflect the specific nature of this type of vehicle. They said the lack of short-term policies and deferred payment options had significantly increased costs for motorcycle owners.
Speakers at the protest said FSC calculations put the expected rise in insurance premiums at about 30%, but some policies have in practice jumped by more than 300%. They said only four or five insurers offer the products in question, while the rest are not quoting at all.
Organizers said they understood the issue could not be resolved in a few days, but noted that the same problems had been under discussion for two months with no visible result. They said institutions were relying on averaged data and calculations that did not reflect market reality, while citizens and businesses were facing the actual cost of policies.
Protesters called on the government to take concrete measures, make a political decision on the issue and assume responsibility for resolving it.
Earlier this week, the FSC said it had undertaken to prepare a proposal for regulatory changes related to the seasonal use of motorcycles and the duration of insurance policies for motorcyclists. The FSC said it would discuss possible ways to create a more appropriate regulatory framework reflecting the specific features and use of this type of vehicle.
The protest followed a June 10 press conference at which representatives of motorcycle clubs from Sofia and across Bulgaria said they would gather in Sofia on June 19 over rising costs for mandatory third-party liability motor insurance. Motorcyclists also presented their demands to Parliament’s Committee on Economic Policy, Investments and Industry and were promised that the FSC would set up a working group to propose solutions.
