MPs Amend Veterinary Practices Act at First Reading to Ban Killing Animals for Valuable Furs 2026

Parliament passed on Wednesday at first reading a bill amending the Veterinary Practices Act, which prohibits the rearing, breeding and killing of animals for the purpose of obtaining valuable furs and provides for penalties in the event of a breach. The amendments propose that the exemption provided for animals reared on farms be removed from the ban on feeding animals with kitchen waste, as stated in the explanatory memorandum to the bill.
The bill was passed with 163 votes in favour, with no votes against and no abstentions.
A legal definition of the term “valuable furs” was introduced. The transitional and final provisions propose an amendment to the Animal Protection Act, whereby the rearing, breeding and killing of animals for the purpose of obtaining valuable furs is classified as an act of cruelty.
Progressive Bulgaria MP Anton Kutev told reporters that there are currently no operational farms in Bulgaria that deal in valuable furs, but at the start of the legislative process, there were some, and they were operating at full capacity. “We are now in a different situation, and we have managed to close them down,” said Kutev. He noted that 24 countries in Europe have banned the rearing of animals for fur production in some form.
Democratic Bulgaria MP Elisaveta Belobradova said that this bill had been in the works for years. “I would like to thank all the organizations that kept us on our toes, because this bill is an example of what happens when citizens do not let their elected representatives off the hook and work with them in a focused and systematic manner, regardless of who is in power,” she added.
