MPs Ask Cabinet to Submit Bill Ratifying Accession to Board of Peace Charter; Cabinet to Seek Constitutional Court Decision 2026

balgarianovinite.com/ Parliament Friday voted, 100-54 with three abstentions, to adopt a resolution instructing the caretaker Cabinet to submit a bill of ratification of Bulgaria’s accession, as a founding State, to the Charter of the Board of Peace, established on the initiative of the United States. The draft resolution was submitted to Parliament by MRF-New Beginning on March 11.
The document was backed by GERB-UDF, MRF-New Beginning, There Is Such a People, and five unaffiliated MPs. The votes against came from Continue the Change – Democratic Bulgaria, Vazrazhdane, BSP – United Left, and Velichie. One MP from Vazrazhdane and two from MECh abstained. The Alliance for Rights and Freedoms did not participate in the vote.
On January 22, then prime minister Rosen Zhelyazkov announced that Bulgaria joined the Board of Peace under the patronage of the United States and President Trump.
Earlier on Friday, caretaker Prime Minister Andrey Gurov said that if such a resolution is adopted, the government will refer the matter to the Constitutional Court. Gurov said it should be clear that the caretaker cabinet will not be guided by such actions. There is “very clear case law of the Constitutional Court showing that the National Assembly of Bulgaria cannot impose such obligations on the caretaker government”.
Caretaker Foreign Minister Nadezhda Neynsky said the government will seek the opinion of the Constitutional Court on whether provisions in the Peace Board’s Charter run counter to the Constitution and national legislation because the initiative goes beyond the Gaza peace plan. These concerns are shared by many European countries, which support a peace plan for Gaza but believe that certain parts of the Charter should receive legal approval from their constitutional courts, Neynsky said. She also said the government has all the documents regarding US President Donald Trump’s Board of Peace.
The parliamentary groups were divided during the debate in Parliament.
After the vote, MRF-New Beginning Floor Leader Delyan Peevski told reporters he was “very pleased with Parliament’s decision”. MRF-New Beginning Deputy Floor Leader Stanislav Anastassov noted that more than half of the countries that have joined the Board of Peace are from the broader region around Bulgaria, and they are countries with a direct stake in security, peace and trade. Another Deputy Floor Leader, Iskra Mihaylova, said MRF-New Beginning is seeking to have a functioning organization capable of opposing all attempts to provoke military action and of taking responsibility for the reconstruction of regions that are suffering at present.
Georg Georgiev MP of GERB-UDF, who was foreign minister of the Rosen Zhelyazkov government, said there is no agreement on Bulgaria’s accession to the Board of Peace. Bulgaria has supported and joined the Charter of the Board of Peace, he said, adding that the EU does not have a unified position on the matter.
Continue the Change – Democratic Bulgaria (CC-DB) said it is illegitimate to force the government to submit a bill ratifying Bulgaria’s accession to the Board of Peace. Vasil Pandov said Parliament cannot tell the government whether to submit a bill of ratification, and called the draft resolution a “legal absurdity”. He also said the previous government’s decision that led to Bulgaria joining the Board of Peace has not been declassified, meaning its contents remain unknown. Another MP of CC-DB, Yordan Ivanov, said ratification of the accession could place Bulgaria in dangerous isolation. He said the National Assembly, which will dissolve shortly ahead of the April 19 parliamentary elections, should not be voting on such important decisions.
BSP – United Left Floor Leader Nataliya Kiselova said it is not permissible for the National Assembly, through its own act, to oblige the government to submit a ratification bill. She recalled that there are two Constitutional Court rulings on this matter, one regarding the nature of the acts and the legal consequences. Kiselova also asked why the parliamentary Defence Committee had ruled on the draft resolution rather than the Foreign Affairs Committee, since the matter concerns accession to an international organization.
Earlier in the day, the Executive Bureau of the Bulgarian Socialist Party said in a statement that Bulgaria’s participation in the Board of Peace runs counter to the principles on which Bulgarian foreign policy and international relations are based: respect for international law and the UN Charter. This is a strategic and fundamental issue that should be referred to the next National Assembly, which would have the weight and legitimacy to rule on it, at a time of dynamic and unpredictable geopolitical processes, the statement said. The party also noted that EU Member States have reacted cautiously and with deep reservations.
