Representatives of the parliamentary Committee on Defence and Committee on Internal Security and Public Order met with a delegation from the U.S. State Department’s Bureau of Arms Control, Verification and Compliance on Tuesday. They discussed the possibility of US experts assisting Bulgaria in developing plans to counter unmanned aerial vehicles. The discussion also touched upon the incident that occurred on Tuesday, involving two commercial vessels attacked by drones within Bulgaria’s exclusive economic zone in the Black Sea.
“The meeting itself had been scheduled quite some time ago and it unfortunately coincided with this incident, but this serves as yet another reminder of the urgent need to take measures to counter drones,” Hristo Gadzhev (GERB-UDF) of the Defence Committee told journalists as he left the parliament building. “We did not discuss the specific incident with them; instead, we focused on the possibilities for assistance regarding potential legislative changes to counter drones, as well as how to streamline the regulatory framework for state institutions – clarifying the respective responsibilities of the Ministry of Interior, the Ministry of Defence, the Ministry of Transport, and so on,” he noted. He stated that a US delegation is currently in Bulgaria on a fact-finding mission and is heading next to Romania. Prior to this, they spent several years working with the Baltic states to develop similar plans and strategies, the MP added.
Gadzhev said that a similar mission is scheduled for early 2027 to help Bulgaria draft documents outlining exactly how state institutions should respond and establish legal regulations, including measures to counter drones.
The MP recalled that similar threats emerged in 2023 and 2024, with commercial vessels being struck along the shipping corridor stretching from the Danube to Istanbul. Consequently, a mine-countermeasure group was established to deploy vessels that could assist in these areas and ensure freedom of navigation. He noted that Bulgaria has an obligation to guarantee freedom of navigation within its economic zone and expressed hope that this would be a key topic at the Consultative Council for National Security meeting on Wednesday.
Radoslav Ribarski (Continue the Change), a member of the Committee on Defence, said Tuesday’s meeting with the US delegation underscored that effective anti-drone defence requires coordinated efforts with neighbouring countries, NATO’s Eastern Flank allies and the Alliance as a whole. He stressed that the mantra of one side standing for peace while the other consists of warmongers offers no protection against the increasingly brazen drone attacks seen in recent months.
