Balgarianovinite.com Energy Minister Iva Petrova told reporters on Tuesday that a new appraisal of the land designated for the construction of the future Units 7 and 8 of the Kozloduy Nuclear Power Plant (NPP), published in the Commercial Register, shows a value that is approximately ten times lower than the one determined in 2025.
Petrova said that in 2025, agricultural land that became the subject of a transaction related to the new nuclear capacity project was valued at approximately EUR 1,400 to 1,500 per square metre. Following a new appraisal, which also takes into account the approved effective detailed plan, the value of the land is about ten times lower.
The Minister described the case as “the most spectacular scam” and stated that this is “just the tip of the iceberg”. She stated that the case began in 2025, when the private company Interprom proposed the purchase of 6.8 hectares of private property for the construction of the NPP’s new facilities. Following the procedures and negotiations, the land was valued at approximately BGN 250 million. Petrova said that subsequently, in order for the deal to go through, an additional 20.3 hectares owned by the Kozloduy NPP, valued at about BGN 650 million, or about EUR 335 million, were added to the original plot. The entire plot was intended to be contributed to Kozloduy NPP – New Build EAD under the pretext that it was the site for the future new nuclear units.
The Minister said: “At the time the appraisal was prepared in 2025, the value of these 20.3 hectares was about 200 times higher than their actual value at that time.” She reported that the new valuation, published in the Commercial Register on Monday, amounts to approximately EUR 29 million and now takes into account the zoning procedures that have been completed.
The Minister said that the 2025 procedure received the necessary approvals from the then-management of Bulgarian Energy Holding, as well as from the Ministry of Energy and the then-minister of energy Zhecho Stankov. A contract for the sale of the private property had been drafted, and the funds had been secured through a capital increase for the company, but the deal was not finalized. Petrova added: “The funds were available in the project company, but due to a combination of circumstances, perhaps including the media uproar, the deal was not finalized. As for the other plots, valued at BGN 650 million, they were contributed to the capital of Kozloduy NPP – New Build EAD.”
Petrova reported that upon taking office, she encountered problems with the certification of the company’s annual report, as, according to the auditors, the capital did not reflect the actual value of the assets. “A new valuation has now been prepared, and the teams are working to correct this mess and put the project on a sound financial footing,” she added.
