Balgarianovinite.com Newly appointed Sofia Waste Treatment Plant Director Yulian Daskalov is preparing a two-year modernization plan for the facility, Sofia Municipality said Monday. The plan will include upgrades to key systems and equipment and a long-term solution for managing and storing the refuse-derived fuel (RDF) produced at the plant. It follows an inspection by the Regional Inspectorate of Environment and Water (RIEW) in Sofia that identified violations at the facility.
“The plant has operated continuously for more than a decade, and some of its equipment naturally requires major upgrades. This is an expected stage in the life cycle of such an industrial facility and requires planned investment. We are now preparing a two-year modernization plan,” Daskalov said.
The plan and the required investments will be made public once finalized, the municipality said.
The municipality said it was aware of the non-compliances identified during the RIEW inspection and was already addressing them. They concern the temporary storage of RDF in outdoor areas at the plant and the need to provide remote, real-time access to the video surveillance system at the Sadinata site.
“Over the past two years, the administration has focused on stabilizing the Waste Treatment Plant’s operations, ending unfavourable contracts and procurement procedures, stopping other questionable practices, increasing the amount of waste actually treated and extending the landfill’s service life. The accumulated RDF is also a result of the plant’s significantly improved performance in recent years,” Sofia Deputy Mayor for Ecology Nikolay Nedelkov said.
In the first six months of 2026 alone, the plant sent 42,020 tonnes of RDF for recovery. Higher RDF output resulted from processing larger quantities of waste and converting it into fuel instead of sending it directly to landfill, the municipality said.
Nedelkov said that before 2024, large quantities of waste were sent directly to the landfill, shortening its service life. Since the plant’s operations were stabilized, the expected service life of the final cell at the Sadinata landfill has been extended.
Higher RDF output has, however, created a need for dedicated storage. No specialized storage facilities were included in the original plant design. When RDF temporarily accumulates, the plant must arrange its removal while continuing to operate without interruption.
The new management is analysing the issue and considering a comprehensive reorganization of the functions of the various areas within the plant.
“The goal, now that production has been stabilized, is for the plant to move to the next stage: adapting to changes in waste composition since 2010, ensuring timely maintenance and modernizing the facility. This will allow Sofia to continue reducing the amount of waste sent to landfill and maximize the recovery of usable resources,” Daskalov said.
The plant is taking the necessary steps to comply with the requirements issued following the RIEW inspection. It will use the statutory appeal procedures to challenge any findings or penalties it considers insufficiently justified.
