New Rules of Organization and Procedure: National Assembly Establishes Ad Hoc Committees Upon Proposal of 48 MPs 2026

Balgarianovinite.com Lawmakers stipulated in the rules of procedure of the 52nd National Assembly that ad hoc committees are formed for specific purposes, to investigate particular issues and to conduct inquiries. On Thursday, Parliament is debating and adopting the Rules of Organization and Procedure of the National Assembly.
Ad hoc committees are established by the National Assembly upon the proposal of one-fifth of the MPs. The previous rules stipulated that this would occur at the request of a parliamentary group. 117 MPs voted in favour, 41 voted against, and eight abstained. The proposal by Continue the Change MP Stoyu Stoev and Democratic Bulgaria MP Bozhidar Bozhanov made in the chamber, to replace “one-fifth” with “one-tenth”, meaning that instead of 48 MPs, 24 would have the right to propose the establishment of an ad hoc committee, was rejected.
With 159 votes in favour, none against, and two abstentions (by GERB-UDF), the editorial proposal, also made in the chamber, by the chair of the Ad Hoc Committee on the Draft Rules of Organization and Procedure of the National Assembly, Dimitar Zdravkov of Progressive Bulgaria, to remove the original provision that granted the right to propose the establishment of an ad hoc committee not only to one-fifth of the MPs but also to the National Assembly Chair was adopted.
The subject matter, size, composition, and term of the ad hoc committees are determined by the National Assembly, the MPs voted. The rules governing the work of the standing committees also apply to the temporary committees. A decision to establish an ad hoc committee shall be adopted no later than two months before the date of the holding of general elections, the MPs agreed.
The MPs also decided that the standing committee shall be convened for a meeting together with a draft agenda by its chair at his initiative, at the request of at least one third of its members or by the National Assembly Chair.
The minutes of the discussion of draft laws shall be published on the committee section of the National Assembly website no later than 24 hours before the consideration of the report in the plenary hall, unless the committee decides otherwise.
Within five days of the committee meeting, by transcribing the audio and/or audio-visual recording into text, the meeting minutes shall be drawn up ex officio and submitted to the chair of the committee for coordination and corrections. The minutes shall be signed by the chair of the committee and by the person who drew up the minutes and shall be published on the committee section of the National Assembly website no later than seven days after the meeting, the MPs decided.
