Balgarianovinite.com At the initiative of Assen Medjidiev, Deputy Governor and, currently, acting Governor of Bulgaria’s National Health Insurance Fund (NHIF), a working meeting was held with Martin Atanasov, founder of the Diagnosis Bulgaria platform, the NHIF said in a press release on Thursday. The meeting was also attended by NHIF experts responsible for data analysis, oversight and information processing.
Diagnosis Bulgaria is a recently launched online platform that analyses public healthcare spending and highlights what its creator describes as nearly EUR 310 million in expenditures, procurement contracts and payments that appear unusual and warrant further scrutiny.
According to the NHIF, the meeting was prompted by strong public interest in the platform and the analyses it has published, many of which concern the Fund’s activities. In line with the institution’s commitment to openness and transparency, the discussion focused on the data sources used, the analytical methodology applied, and ways to ensure a more accurate interpretation of publicly available information.
At the meeting, NHIF experts outlined the specifics of Bulgaria’s health insurance model, the applicable legal framework, and the procedures for collecting, processing and interpreting healthcare data. They said that some of the platform’s analyses and the conclusions drawn from them could benefit from additional expert context, which they said is essential for producing objective and reliable assessments.
Medjidiev said strengthening the NHIF’s analytical capacity and enhancing oversight would be among the institution’s top priorities. He added that the Fund welcomes initiatives that promote transparency, encourage the use of public data and stimulate public interest in the functioning of the healthcare system. At the same time, he stressed that reliable analyses require a high level of expertise, sound methodology and a thorough understanding of healthcare legislation and the specifics of the national health insurance system.
Atanasov said he aims to further improve the collection and real-time processing of healthcare data in a way that remains accessible to the public.
Participants agreed to continue their professional dialogue in the future, with the shared objective of improving understanding of the processes shaping Bulgaria’s healthcare system.
The NHIF said it would continue to encourage constructive cooperation and the responsible use of public information, based on professionalism, accuracy and accountability, in order to strengthen transparency, public trust and the effective management of public resources.
In May 2025, Atanasov created an interactive map of road traffic accidents across Bulgaria. In September of the same year, he received the Golden Key award in the category Citizen Making the Most Active Use of the Right to Information, presented by the Access to Information Programme Foundation.
