Balgarianovinite.com Office markets in the major regional cities in the country remained resilient over the past year and into early 2026, according to a Colliers report released on Monday, entitled “Offices in Regional Cities in Bulgaria Q1 2026”, which analyzes the development of the office market in Bulgaria’s major regional cities.
The office market in Plovdiv demonstrated stability and resilience in 2025, with the total stock of Class A and B office space reaching 290,300 sq m. Vacancy rates continued to decline, reaching 7.8%, the lowest level since 2019, driven mainly by strong demand in the IT and outsourcing sectors, which have accounted for over 70% of take-up over the past two years. Rental levels increased to EUR 11/sq.m for Class A and EUR 6/sq.m for Class B. At the same time, the market maintains strong construction and investment activity, with 43,200 sq m,primarily Class A, currently under development, highlighting confidence in the growth of the business environment in Plovdiv, the company commented.
The market for modern office space in Varna recorded slight growth in 2025 and early 2026, with total stock reaching 277,100 sq m, supported by the completion of one small office building in 2025 and another in the first quarter of 2026. The company notes that vacancy rates continue to decline, reaching a record low of 4.2%, compared to 10.6% at the end of 2024, which according to Colliers highlights strong demand and limited supply. Over the past two years, nearly half of demand has come from companies in the industrial and energy sectors, followed by firms offering professional services, the IT sector, and logistics operators. The limited supply has led to an increase in rents to EUR 10/sq m for Class A and around EUR 6/sq.m for Class B. Currently, 17,200 sq m of office space is under construction in Varna, and additional major projects are expected to begin in 2026, signalling renewed investment activity and growing interest in delivering new, higher-quality office buildings to the market.
Colliers notes that the market for modern office space in Burgas has traditionally lagged behind Plovdiv and Varna, with total supply amounting to 92,000 sq m and no new completed buildings recorded in 2025 and early 2026. Vacancy rates remain relatively high at 15%, with most of the available space concentrated in a single project. Over the past two years, outsourcing companies have accounted for the largest share of demand at 53%, followed by firms in professional services and telecommunications. Rental levels are in line with national trends, showing a slight increase to EUR 9/sq.m for Class A and EUR 5.50/sq.m for Class B.
In the short term, Colliers expects rental levels in the main regional markets to remain stable, with potential growth in prime projects where vacancy is minimal, while older buildings are likely to face pressure. Interest in cities outside the three largest regional markets is gradually increasing, and they have the potential to develop into new office hubs in the medium term, especially if local authorities provide adequate incentives to attract investors and tenants, the company notes.
