Balgarianovinite.com Ombudsman Velislava Delcheva has sent an opinion to National Assembly Chair Mihaila Dotsova and the Chair of the Education and Science Committee, Dimitar Zdravkov, regarding the bill to amend and supplement the Preschool and School Education Act, the Ombudsman’s press office said.
In her opinion, Delcheva expresses her principled support for the proposed legislative amendments. She also makes specific recommendations to improve the draft legislation with a view to ensuring more effective protection of children and students with special educational needs (SEN). The recommendations are based on numerous complaints and signals submitted by parents, teachers and school principals.
According to the Ombudsman, inclusive education is of key importance for building a society free of discrimination, promotes the participation of all children in the educational process, and therefore requires consistent public support, adequate resources and targeted investment. In her opinion, Delcheva also writes that parents often describe their children’s education and access to preschool groups as a daily struggle, during which they face systemic problems, a formalistic approach, insufficient training of teaching professionals to work with children with special educational needs, and a lack of understanding of those children’s specific needs.
Delcheva notes that the Ombudsman’s institution also receives reports from school principals and teachers, who likewise encounter serious difficulties in providing the necessary support. She adds that there have also been public calls for children with special educational needs to be educated in separate classes or schools, trends which demonstrate how challenging the environment for inclusive education remains.
Delcheva welcomes the proposal to allow an individual curriculum to be developed for a single school subject rather than for the entire programme, which would enable students with special educational needs to be assessed fairly in the subjects in which they successfully master the curriculum. The Ombudsman also supports the proposal for varying levels of general and additional support depending on each child’s specific needs, while stressing that the change should be backed by adequate financial resources, the statement said.
According to the Ombudsman, the opportunities to provide social services in kindergartens and schools should be expanded, and cooperation between educational and social institutions should be strengthened.
Delcheva also welcomes the proposed amendment providing that the form of education should be determined on the basis of an assessment of the student’s individual needs.
Alongside her general support for the bill, Delcheva makes several specific recommendations for its improvement. Among them are introducing the possibility for students enrolled in individual forms of education to attend classes in a combined form of instruction in order to reduce the risk of social isolation. She also calls for restoring the possibility of all-day schooling for students with special educational needs studying individually, as well as refining the provisions concerning the duration of lessons, the appointment of teacher assistants, and the regulation of special groups.
At a round table in the National Assembly, GERB-UDF MP Yordanka Fandakova will present the bill amending and supplementing the Preschool and School Education Act, focusing on inclusive education. The proposed legislation envisages a substantial reform aimed at providing more personalized and inclusive education and establishing sustainable models of support for children and students.
