Balgarianovinite.com In response to a question during Friday’s Question Time in Parliament concerning the construction of the Black Sea Motorway, Prime Minister Rumen Radev said that the Black Sea and Ruse-Makaza Motorways, as well as others, will be built through public-private partnerships under concessions. The most advantageous price and terms will be decided at an open tender.
“At no point during our meeting with President Erdogan or during our meeting in Bulgaria with the Turkish Transport Minister were the words “motorway” or “Black Sea” mentioned,” Radev said. He added that he was surprised when Turkiye’s Transport Minister said after the meeting at the Council of Ministers that work with the Bulgarian Government on the construction of the Black Sea Motorway was continuing.
“I asked for information going back in time about how, given that we had not discussed this issue at all, Turkiye had taken into account the requirements of the Bulgarian side. Looking back, I found a BTA report from June last year, when the same minister met with then Prime Minister Rosen Zhelyazkov, which says that the Black Sea Motorway was discussed,” Radev explained.
Last June, then Prime Minister Rosen Zhelyazkov and Turkish Transport and Infrastructure Minister Abdulkadir Uraloglu discussed in Sofia the development of transport links between the two countries, including the development of regional connectivity along the North-South axis. The importance of building the Black Sea Highway to connect Bulgaria with Turkiye and Romania and to link with other key road arteries such as Hemus and Trakia Motorways was highlighted as an alternative to ease traffic.
There were orders and reports showing that officials from the Regional Development Ministry had been sent to Turkey twice, where they discussed specific parameters for granting a concession for the Black Sea Motorway with the Turkish and Bulgarian governments. “So the Turkish Transport Minister is right. He is acting on the basis of continuity, believing that the negotiations he held with the Bulgarian State under a different government, not mine, are still valid,” Radev said.
“I do not find anything particularly reprehensible in what Zhelyazkov’s government decided, because they were apparently looking for a quick way to build this motorway. They had the right to do so, and they did. But we have not held any such negotiations at all,” he commented.
