Parliament to Debate 2026 Draft Budgets of Public Social Insurance, National Health Insurance Fund at First Reading 2026

Balgarianovinite.com Parliament will debate at first reading the Bill on the 2026 Public Social Insurance (PSI) Budget and the Bill on the 2026 National Health Insurance Fund (NHIF) Budget, according to the agenda adopted for Friday’s plenary sitting.
On Tuesday, the two draft budgets were approved at first reading by the parliamentary Budget and Finance Committee.
The draft PSI budget provides for the average pension to reach EUR 543.46 in 2026. The real increase in pensions is projected at 4.5%, while average annual inflation, measured by the Harmonised Index of Consumer Prices, is forecast at 4.3% for 2026.
The bill provides for all pensions granted by the end of 2025 to be adjusted by 7.8% as of July 1 under the so-called Swiss rule. It also envisages scrapping the COVID supplement of EUR 30.68, or BGN 60, for new pensioners.
A total of EUR 13.503 billion has been earmarked in 2026 for the payment of all types of pensions and supplements. This represents 10.8% of the country’s projected gross domestic product. Pension expenditure is EUR 1.179 billion, or 9.6%, higher than in 2025.
The average number of pensioners in 2026 is expected to increase to around 2,070,700.
Total revenue and transfers under the 2026 PSI budget are projected at EUR 15.265 billion, including EUR 6.745 billion in transfers from the central government budget to cover the shortfall.
As of August 1, 2026, the minimum contributory income for self-insured persons will be set at EUR 620.20, equal to the minimum wage for 2026. From the same date, the maximum contributory income for all insured persons will increase to EUR 2,300. An increase in the minimum contributory income for certain economic activities is also envisaged.
As of August 1, 2026, civil servants employed under the Civil Servants Act and employees covered by the Judiciary Act will be required to pay personal social security contributions. From that date, contributions will be shared between the employer and the insured person at a ratio of 80:20. As of January 1, 2027, the ratio will change to 60:40, as is the case for other employees.
The Bill on the 2026 NHIF Budget provides for expenditure to increase by EUR 412.3 million compared with the 2025 budget, representing annual growth of 8.5%.
The health insurance contribution rate will remain unchanged at 8%, shared at a ratio of 60:40 between employer and employee. An exception will apply to civil servants, for whom the employer-to-employee ratio will be 80:20.
For the first time, medicines are proposed to be divided into two groups, each with a separate budget. One group will cover original medicinal products and the other generic medicines.
The bill projects revenue from health insurance contributions to increase by EUR 249.2 million compared with the previous year, while transfers for health insurance are expected to rise by EUR 156.2 million.
Funds allocated for health insurance payments amount to EUR 4.93 billion, an increase of EUR 395 million, or 8.7%, compared with the previous year.
The agenda for the plenary sitting also includes the regular parliamentary question time.
