Parliament to Hear Ministers, Security Officials on Black Sea Ship Attacks and Starlink Antenna Fires 2026

Parliament will hear from the Prime Minister, the Ministers of Defence, Interior and Foreign Affairs, the Chief of Defence, the director of the Military Intelligence Service, and the Chairs of the State Agency for National Security and the State Intelligence Agency regarding attacks on merchant ships in the Black Sea on October 6 and 13, 2026, as well as the deliberate arson of Starlink communication antennas.
The hearing will cover the actions taken, risk assessments and planned measures in response to the incidents. It is included in the draft agenda of Parliament following a proposal submitted by Progressive Bulgaria (PB).
Wednesday’s agenda also includes a first reading of amendments to the Veterinary Medical Activity Act, submitted by MPs from all parliamentary groups. The bill proposes banning the raising, breeding and killing of animals for their fur and introducing sanctions for violations.
Lawmakers will also consider three bills amending the Health Act, submitted by Vazrazhdane, Democratic Bulgaria (DB) and PB.
The Vazrazhdane proposal seeks to restore the option of transporting a person in an emergency directly to the nearest medical facility for treatment.
The amendments proposed by DB aim to address shortcomings in the electronic medical expertise system and introduce more effective mechanisms to prevent and control the unlawful granting of permanent incapacity for work.
Meanwhile, PB’s proposed amendments would allow Ministry of Interior employees to provide first aid using automated external defibrillators installed in their vehicles.
