Balgarianovinite.com Parliament on Thursday tasked the National Audit Office with carrying out three audits related to public finance management, covering the social sector, the Finance Ministry and the Road Infrastructure Agency.
In a unanimous 155-0 vote, MPs instructed the National Audit Office to audit social benefit payments financed through the budgets of the Ministry of Labour and Social Policy and the public social insurance budget managed by the National Social Security Institute for the period from January 1, 2020, to June 30, 2026.
The audit will also assess the impact of legislative changes on social benefit payments under the two budgets, both as planned and as executed, as well as changes in their structure resulting from amendments to the legislation. It will further examine changes in the number of pensioners living below the poverty line, the number of pensioners whose pensions are capped by the statutory maximum, and the effect of the legislative changes on the number of people paying social security contributions and on the number insured at the national minimum wage. The audit is due to be completed by September 30, with the final report to be submitted to Parliament by October 30.
In a separate decision, adopted by 153 votes in favour, none against and one abstention, Parliament instructed the National Audit Office to audit public finance management at the Finance Ministry for the period from January 1, 2020, to May 31, 2026. The audit will assess the impact of legislative changes on the annual State Budget Acts and on the reports on Bulgaria’s Consolidated Fiscal Programme during the period, as well as resulting changes in the budget structure. The audit is to be completed by September 30, with the final report due to Parliament by October 30.
MPs also unanimously voted, 173-0, to assign the National Audit Office to conduct a compliance audit of the Road Infrastructure Agency’s financial management for the period from January 1, 2020, to May 31, 2026. Parliament set October 30 as the deadline for submitting the final report on the agency’s financial management, assets, commitments, activities and expenditure, while the final report on its public procurement procedures is due by January 31, 2027.
