Parliamentary Groups Set Out Priorities, Draw Political Battle Lines for New Session 2026

Balgarianovinite.com Parliamentary groups outlined their priorities for the new plenary session on Wednesday, the National Assembly’s first regular sitting after the summer recess, with the ruling Progressive Bulgaria pledging to advance the Government’s programme and opposition formations criticizing its record after its first 100 days in office. Judicial reform, rising prices, economic stability and the 2027 State Budget were among the recurring themes in the declarations.
Progressive Bulgaria Floor Leader Petar Vitanov said the group stands behind the Government’s programme and is ready to translate it into legislation. He identified judicial reform and efforts to build broad consensus on a functioning new Supreme Judicial Council among its priorities. Vitanov also highlighted measures concerning healthcare, optimization of the state administration, state-owned enterprises, debt collection companies and greater transparency in the pricing of essential goods. He said Bulgaria needed stability rather than “pre-election theatre” amid risks to energy security and electricity prices.
GERB-UDF MP Toma Bikov said his group would shift “from constructive to critical opposition” after showing tolerance during the Government’s first 100 days. He described Prime Minister Rumen Radev’s Government as transitional rather than reform-oriented and argued that, despite its parliamentary majority, it lacked an effective mechanism for turning commitments into results.
Movement for Rights and Freedoms (MRF) Deputy Floor Leader Ayten Sabri said improving citizens’ quality of life would remain the party’s fundamental priority. She identified economic stability, agricultural development, reducing social and regional inequalities, support for young people and families, education and the preservation of Bulgarian culture among the group’s priorities. Sabri also pointed to the presidential elections, the election of a new Supreme Judicial Council and the adoption of the State Budget as major tasks facing Parliament this session.
Continue the Change Floor Leader Nikolay Denkov accused the Government of failing to take effective action against the oligarchy and rising prices during its first months in office. He said Progressive Bulgaria now had both the power and responsibility to deliver on its commitments and warned that mounting public dissatisfaction could make the coming winter months “very hot”.
Democratic Bulgaria MP Nadejda Iordanova said her group would oppose the concentration of power and work for stronger competition, independent institutions, accountable governance and Bulgaria’s European integration. She criticized the Government’s first 100 days over rising debt, the response to prices, appointments and Bulgaria’s absence from important European security discussions. Iordanova said Democratic Bulgaria would nevertheless support genuine judicial reforms that strengthen the independence of the judiciary and make political capture more difficult. She identified the 2027 budget as a major test and said the group would oppose increases in taxes and social security contributions intended to compensate for a lack of reforms.
Vazrazhdane leader Kostadin Kostadinov described his party as the only consistent opposition force in Parliament, citing voting data which he said showed that the other groups had frequently voted alongside Progressive Bulgaria. He criticized the Government’s economic programme as vague and argued that Bulgaria had lost economic capacity and sovereignty over recent decades. Kostadinov pledged that Vazrazhdane would continue submitting its own proposals and opposing the Government’s policies.
