Balgarianovinite.com The Central Election Commission (CEC) has launched a competitive procedure with negotiation for the award of a public contract with the following subject matter: “Activities to ensure machine voting in the elections for President and Vice President of the Republic on October 25, 2026.” The CEC adopted the decision at its meeting on Wednensday.
The estimated value of the public contract is EUR 8,569,240.70 excluding VAT, or EUR 10,283,088.84 inclusive of VAT. It was calculated based on the most recent parliamentary elections held on April 19, 2026, when “the activities were identical and there was no statistical inflation for that period,” the CEC explained. The Commission added that, given the fact that the public procurement contract exceeds EUR 2,556,000, it is subject to mandatory oversight by the Public Procurement Agency.
The first part of the obligations under the public procurement contract involves providing technical maintenance and repairs, supplying consumables and spare parts, testing the specialized electronic voting machines and their built-in peripherals, printers and embedded smart cards, the preparation and installation of an operating system with application software, the configuration and assembly of the machines, technical maintenance of the machines, and the provision of a support centre on the pre-election and election days in case of problems. The estimated cost from the total budget for the performance of these obligations is EUR 7,758,104.49 excluding VAT.
The second part of the obligations under the contract involves providing transportation for the voting machines to polling stations throughout the country and logistical support on election day and the day after the election. For this part of the obligations, the estimated value is EUR 811,136.21 excluding VAT, or EUR 973,363.45 inclusive of VAT.
The head of the Legal Activity united at the CEC, Rumen Tachev and CEC Chief Legal Advisor Elena Haydushka have been tasked with creating the public procurement notice in the centralized automated information system and carrying out the duties associated with it.
