Regional Development Minister Shishkov: Black Sea Motorway Plans Due by End of 2027 2026

Balgarianovinite.com The Black Sea Motorway’s conceptual design and detailed development plan should be ready by the end of 2027, Minister of Regional Development and Public Works Ivan Shishkov said on Monday, adding that a concessionaire would then be sought.
Shishkov met with Dobrich Regional Governor Ruslan Tomov and the mayors of municipalities in the region, and the condition of the road infrastructure was among the meeting’s main topics.
“Our intention is to have a conceptual design and a detailed development plan by the end of 2027 and then seek an opportunity to award a concession,” Shishkov said.
Shishkov said the Black Sea Motorway was essential for improving transport connectivity in Dobrich and the wider region. A significant share of traffic that should be carried by a motorway was currently using the second-class road network.
“At present, traffic volumes suited to a motorway are being channelled along second-class roads,” Shishkov said.
He said building the major infrastructure projects would reduce pressure on second- and third-class roads and allow them to remain in good condition for longer after repairs.
Shishkov said there was no comprehensive design for the Black Sea Motorway, making route design the first task.
“We will simply have to design it quickly and then seek a concessionaire,” Shishkov said, adding that he expected the project to attract investor interest.
Shishkov explained that there were various concession models. Under one option, a private investor would build the infrastructure and receive remuneration through a general motorway-use charging mechanism, without necessarily requiring physical toll booths.
He said this approach would allow major infrastructure projects to be implemented without the State budget directly financing the entire investment and could accelerate their construction.
Shishkov said the Black Sea Motorway formed part of a European transport corridor and would be important both for Dobrich’s connectivity and the region’s economic development.
The meeting also addressed the condition of the national road network in Dobrich Region. Designs for major repairs will be prepared for roads in the poorest condition, while the others will undergo current or preventive repairs.
“Roads in very poor condition undergo major repairs, while the others undergo current repairs,” Shishkov said.
Shishkov said the region’s road infrastructure problems were the result of years of accumulated neglect and that the sections in the poorest condition should take priority when repairs were planned.
The planned motorway will run for approximately 94 km between Varna and Burgas. Both route options include a second bridge over Varna Lake, located outside Varna. The main designs provide for a bridge about 550 metres long, while two alternatives developed during the environmental review would shorten it to about 320 or 270 metres.
Plans have also placed the motorway within a broader coastal route extending from Malko Tarnovo through Burgas and Varna to Durankulak, with Bulgaria working on the project together with Turkiye and Romania.
