Balgarianovinite.com Draft resolutions calling for the early termination of the terms of office of Petko Stefanovski, Director of the National Health Insurance Fund (NHIF), and Deputy Director Momchil Mavrov have been submitted to the National Assembly by the Progressive Bulgaria (PB) parliamentary group, according to information published on the National Assembly website on Tuesday. According to PB, the NHIF Director systematically fails to fulfill his duties regarding oversight, which directly leads to a significant increase in costs and jeopardizes the overall functioning of the healthcare system, which entails patient care, expenses for medications, medical treatments, dietary foods, and medical aids.
According to the parliamentary group, this is evident in the reports published by the NHIF, as of March 31, 2026, expenditures on pharmaceuticals, medical devices, and dietary foods for special medical purposes for home treatment within the country amounted to EUR 393.841 million. Compared to May 31, 2025, this represents an increase of EUR 84.4905 million or 27.3%.
The NHIF budget is insufficient to cover these expenses, despite its significant growth in recent years. Service providers, under the National Framework Agreement, have outstanding payments for services, medicines, and medical devices, PB argued in its draft resolution.
According to them, the NHIF management’s inability to control drug costs and the lack of sufficient oversight of reported medical activities have led to strictly restrictive legislative measures effective August 2025 regarding spending caps, in accordance with the NHIF Budget Act. The introduction of “monthly caps” on the activities of healthcare facilities providing inpatient care puts the functioning of the healthcare system as a whole at risk, the PB’s explanatory memorandum stated.
Draft resolutions on the topic were also submitted by the parliamentary groups of Democratic Bulgaria (DB) and the MRF.
DB MP Ivaylo Mirchev told reporters in Parliament on June 5 that DB is submitting a request for the dismissal of NHIF Deputy Director Mavrov, who, according to media reports, is one of the symbols of corrupt practices in Bulgaria’s healthcare system.
MRF Deputy Floor Leader Hamid Hamid told reporters on June 5 that his party will move draft parliamentary resolutions on the dismissal of the entire management of the NHIF.
On Monday, DB submitted a draft resolution requiring the Chair of the State Agency for National Security to provide all information regarding Mavrov’s activities as Deputy Director of the NHIF, the party’s press service reported.
