Balgarianovinite.com A signal jammer can be detected and located only while turned on, the Communications Regulation Commission (CRC) told BTA on Tuesday when asked about the powerful jammer neutralized in the capital’s Dragalevtsi borough on August 21.
The State Agency for National Security, jointly with the CRC and the Sofia Directorate of the Interior, located the device in a heavily guarded residential complex, from where it was suppressing GPS signal frequencies across Sofia, including at Vasil Levski Sofia Airport, affecting aircraft flying over the city and television towers. Prime Minister Rumen Radev specified on Monday that the powerful jammer had been mounted on an SUV and that the owner of both the vehicle and the property where it was found had been identified.
The CRC also told BTA that pre-trial proceedings had been launched, and that the Commission cannot provide more detailed information due to the ongoing investigation. The information on how long the jammer worked, who was involved, and why they did it, cannot be disclosed at the moment. The CRC is assisting SANS and the Interior Ministry; the investigation is headed by the prosecution service.
The regulator explained that the radio frequency spectrum is monitored through a National Monitoring System, which includes fixed and mobile radio monitoring stations located throughout the country. When the jammer is turned off, it does not generate electromagnetic waves and cannot be detected by the measuring equipment.
Locating a jammer installed in a moving vehicle creates additional technical and operational challenges. This is because the signal source is constantly changing its location, making it difficult to determine its exact coordinates.
An additional challenge in urban environments is posed by buildings, terrain, and infrastructure, which reflect radio waves and can create misleading signal peaks and changes in signal direction. If the device is turned on and off periodically, teams may lose track of it immediately after transmission ceases.
The CRC emphasizes that the use of jammers by private individuals is prohibited. The EU Regulatory Framework does not permit their placement on the market, testing, or operation by private individuals.
According to the CRC, cases of radio jamming on such a scale in Sofia are rare. Over the past year, however, periodic radio jamming has been observed along the Bulgarian Black Sea coast, which the CRC attributes to external geopolitical factors.
Over the years, the Commission has dealt with similar cases, such as when jammers were used to block mobile signals during exams, manufacturers illegally tested high-powered equipment intended for export, and others.
Upon detecting illegal broadcasting, the CRC takes action in accordance with the Electronic Communications Act when the act does not constitute a crime under the Penal Code.
