Balgarianovinite.com Inter-agency coordination fell short in a recent child abuse case in Montana, Minister of Labour and Social Policy Nataliya Efremova said on Thursday. Authorities had been aware of the case since early summer, she added.
On Wednesday, a five-year-old boy from Montana was hospitalized in critical condition after allegedly being beaten by his father.
Efremova said frequent moves by the parents, particularly the children’s mother, between different towns had made the case more difficult to handle. This had affected both the work of social services and the formal registration needed for the case to be assessed as suspected child abuse. The child protection coordination mechanism has now been activated to take urgent measures against the alleged perpetrator and protect the family’s other children, she said.
Efremova expressed hope that the child’s condition would improve at the hospital in Sofia. More targeted measures and additional training, including for social workers, were needed, she said. This would ensure that, in similar cases, health services, the District Prosecution Office and Interior Ministry authorities did not rely solely on a parent’s explanation that a child had fallen down stairs, but investigated more thoroughly whenever a child was brought to medical services with numerous bruises and contusions.
Turning to the man detained in Sofia’s Geo Milev Park on Wednesday night while allegedly transporting a large quantity of drugs with his four-month-old baby in the car, Efremova said the Ministry of Labour and Social Policy was working with the Interior Ministry. “Our cooperation covers not only information campaigns, but also practical action to prevent the distribution of drugs among the public, including children,” Efremova said.
“Low drug prices and easy access must be tackled at the root. This is the focus of our joint work in the interdepartmental working group established under the Interior Ministry. The State Agency for Child Protection, the Social Assistance Agency, the Ministry of Education and Science and the Ministry of Health also participate. We are coordinating our efforts so that adequate control measures can be put in place,” Efremova said.
Society must be more alert and notify the relevant services so that action can be taken, she added.
