Balgarianovinite.com The Plenum of the Supreme Judicial Council (SJC) on Thursday approved a draft judiciary budget for 2027 providing for expenditure of EUR 868.105 million, along with updated budget forecasts for 2028 and 2029.
The SJC considered two versions and voted 16-0 in favour of the expert proposal drawn up in accordance with Finance Ministry guidelines.
Under the approved draft, the judiciary’s own revenue is projected at EUR 66.468 million annually over the next three years. Expenditure is projected at EUR 868.105 million in 2027, EUR 880.321 million in 2028 and EUR 852.325 million in 2029.
The draft provides for a 3.8% increase in salaries, corresponding to the increase in pay for junior magistrates. It also includes EUR 30.848 million in additional remuneration for magistrates and judicial bodies, funding that was not included in the alternative proposal.
Personnel expenditure is projected at EUR 740.464 million in 2027, up 8.2%, or EUR 56.118 million, from the previous year. It is forecast at EUR 739.404 million in 2028 and EUR 742.128 million in 2029.
Operating expenditure is projected at EUR 67.656 million for 2027, including EUR 15.560 million for e-justice, which is considerably enhanced in the draft budget. The draft does not envisage cuts in personnel expenditure from September 1, 2026 and provides for compensation aimed at maintaining the net income levels reached by magistrates and judicial employees.
During the discussion, judge Olga Kerelska said she supported the expert proposal because it was partially aligned with the Finance Ministry’s guidelines, describing the alternative version as having been compiled “mechanically”. She also urged that court clerks, secretaries and chief accountants should not be among those affected if staff reductions become necessary.
