Balgarianovinite.com The President of the Confederation of Independent Trade Unions in Bulgaria (CITUB), Plamen Dimitrov, warned on Wednesday that if civil servants start paying their own social security contributions, there will be no point in having a Civil Servants Act that brings them only disadvantages and no benefits. Dimitrov was commenting on ideas expressed by the government and some opposition parties.
“CITUB opposes the approach and the way this is being presented to us,” Dimitrov stated, adding that the unions expect serious consultations and detailed calculations regarding the proposals affecting civil servants.
“If the authorities continue in this direction, we are quite openly and formally proposing that the Civil Servants Act be abolished altogether, and that everyone be placed under employment contracts, with rights to association, collective bargaining, the right to strike, and to take additional work wherever they choose,” he added.
The CITUB President noted that civil servants do not have the same rights as employees in the non-public sector. He said that they do not have the right to supplementary employment contracts, are prohibited from taking effective strike action and do not receive length-of-service increments, and additional performance-based bonuses are not paid in all administrations.
The Finance Ministry is expected to publish a 2026 state budget bill on its website later in the day.
