Balgarianovinite.com Dr Vladimir Vasev Daskalov and Stanimir Mihaylov have been nominated for the post of Governor of the National Health Insurance Fund (NHIF) by the Progressive Bulgaria and the Continue the Change parliamentary groups, respectively. Zdravko Shushkov has been nominated for the post of Deputy Governor of the NHIF by the Progressive Bulgaria parliamentary group. The nominations have been published on the National Assembly’s website. The deadline for submitting nominations expired on 12 August.
On July 29, the National Assembly adopted the procedural rules regarding the conditions and procedure for the nomination and election of candidates for the two posts. Nominations were to be made by parliamentary groups in writing via the National Assembly Chair to the Health Committee. The candidate’s written consent to be nominated for the post was also required. Candidates are subject to a vetting process for any links to the former State Security or the intelligence services of the Bulgarian People’s Army.
According to the rules, a candidate is deemed elected if they receive more than half of the votes cast by the Members of Parliament present. In the event that two or more candidates receive an equal number of votes, a run-off vote is held between them. If none of the candidates receives the required number of votes, even after a run-off vote, the National Assembly adopts a resolution to initiate a new procedure.
On July 2, Parliament elected Dr Asen Medjidiev as NHIF Deputy Governor. He currently serves as the Fund’s acting Governor. On the same date, Parliament voted, 193-3 with 2 abstentions, to accept Dr Petko Stefanovski’s resignation as NHIF governor. Prof. Momchil Mavrov was released as NHIF deputy governor, by a vote of 202-0 with no abstentions. Stefanovski and Mavrov resigned on June 10.
The NHIF’s structure provides for two deputy governors. The Governor and Deputy Governor of the NHIF are elected for a five-year term.
