The Hemus Motorway remains less than half complete 52 years after construction began, Vazrazhdane MP Kosta Stoyanov said in Parliament on Thursday.
He read the declaration from the parliamentary rostrum on behalf of the party’s parliamentary group, noting that the 52nd anniversary of the motorway’s groundbreaking fell earlier this month.
“We live in an age when humanity is planning missions to Mars, developing artificial intelligence and creating technologies that only a few years ago seemed like science fiction, while we have a far more modest dream: to build a motorway in less than a century. We are not building the Great Wall of China, either. We are building 425 km from Sofia to Varna,” Stoyanov said.
The project had gradually become a political legacy handed from one government to the next, Stoyanov said. A lack of funding was a recurring explanation for the delay. He said there was no money for roads and motorways, hospitals, doctors and nurses, decent social benefits, or support for families, older people and people with disabilities. “The way things are going, we should launch a DMS text-message donation campaign to raise money for the State,” Stoyanov said.
Northern Bulgaria had been waiting more than half a century for its main motorway connection, he said. The delay had cost the region opportunities and held back its development. It was also reflected in the risks on the busy roads still carrying traffic between Sofia and Varna and in the number of road deaths, he added, describing motorways as the safest roads.
Stoyanov called for a specific timetable for each unfinished section, guaranteed funding, public reports on construction progress and effective oversight of spending. He said the accumulated design, administrative and contractual problems must be resolved and the State must ensure continuity regardless of changes of government.
Bulgaria did not need another solemn promise about Hemus, but a completed motorway, Stoyanov said. He urged all political forces to unite behind that goal.
