An overwhelming, bipartisan majority of voters support major campaign finance reforms – including ending dark money spending and restoring limits on money in elections – with support for both proposals exceeding 75 percent across Democrats, Republicans and independents, a new survey found.
The Brennan Center for Justice’s survey of 2,000 registered voters across the United States revealed widespread, cross-party backing for sweeping changes to introduce greater transparency to the campaign finance system as part of broader concerns about government corruption. Respondents blamed corruption for many unaddressed problems across the country and called for stronger measures to fight it, including curbing self-dealing by government officials.
According to the poll, 85% of respondents support legislation to end dark money – funds from groups such as 501(c)(4) nonprofits that do not disclose their donors – by mandating disclosure for all federal campaign contributions and spending, including online political ads. That includes 88% of Democrats, 85% of Republicans and 84% of independents.
Similarly, 79% of voters from across the political spectrum said they would support a constitutional amendment to overturn Supreme Court rulings that struck down limits on money in elections. Support was strongest among Democrats (84%), followed by independents (81%) and Republicans (75%).
Support for the amendment was consistent across geography and urbanicity, surpassing three-quarters of voters in every measured subgroup. Regionally, backing was highest in the West (82%), followed by the Northeast (81%), South (78%) and Midwest (76%). Urban voters expressed the strongest support (81%), followed by suburban (79%) and rural voters (76%).
More than 4 of 5 respondents would support a law to limit campaign contributions from government contractors holding such contracts valued at $1 million or more, with the strongest support from Democrats (84%), followed by independents (82%) and Republicans (80%).
One through-line in the survey results: widespread concern about corruption.
A full 92% of voters said corruption is a significant problem in politics and government. They defined it broadly, with 97% saying it includes officials using their position for personal gain and 94% saying it includes prioritizing the interests of billionaires and big corporations over those of the public. Majorities also cited a waste of taxpayer dollars (90%) and unresponsiveness to constituent concerns (76%). Many blame corruption for significant problems the government has failed to solve (88%) and for public services they view as dysfunctional (83%).
When asked about the causes of corruption, voters pointed to both structural and financial factors, with 79% of voters citing a lack of consequences for corrupt behavior. The same share said officials prioritize personal financial gain. Significant numbers also pointed to campaign contributions, either from billionaires (64%) or corporations (62%), as drivers of corruption.
Voters also called for stronger federal ethics laws covering all three federal government branches – including banning presidential conflicts of interest (83%), mandating a code of ethics for Supreme Court justices (84%), prohibiting stock trading by members of Congress (81%) and creating a federal agency to enforce anticorruption laws (81%). The least popular option was a constitutional amendment limiting the pardoning power of a president, which still drew support from 69% of respondents.
The survey was conducted April 28 to May 6.
