Balgarianovinite.com WWF Bulgaria has called for the public presentation and discussion of the technical options considered and the selected design for a hydrotechnical structure near the Kozloduy Nuclear Power Plant, and for this to take place as soon as possible and before construction work begins in the Danube riverbed.
The proposed structure is intended to raise water levels and ensure the operation of the nuclear power plant’s cooling systems amid prolonged drought and record-low water levels, the environmental organization said in a position sent to the media.
WWF Bulgaria said it had sent an open letter outlining its demands to the ministers of energy; transport and communications; and environment and water.
The organization stressed that any intervention in the riverbed of an international waterway such as the Danube requires an extremely careful assessment of its environmental, socioeconomic, hydromorphological and transboundary impacts. Given the complexity of these issues, WWF said, the process requires a fully transparent and timely public discussion.
It remains unclear whether the structure will be temporary or permanent, how high it will be, what type of construction will be used and what proportion of the river’s cross-section it will occupy, WWF Bulgaria said. The organization also raised questions about how the project would alter the distribution of water velocities and what consequences it could have for sediment transport, erosion and deposition, the navigation channel, riverbanks, islands and river habitats.
WWF said its concerns had also been heightened by developments at the Paks Nuclear Power Plant in Hungary and the Cernavoda Nuclear Power Plant in Romania, where similar problems with cooling water have led to large-scale interventions in riverbeds, complex hydraulic effects and the need for additional measures afterward.
“Since the Energy Minister has said that the options have already been analysed, hydraulic modelling has been carried out and a practical choice has already been made, there is no reason why these analyses and their results should not be published immediately,” the organization said.
Earlier in August, Energy Minister Iva Petrova said in an interview with Bulgarian National Television that a dike would be built in the Danube in the area around the Kozloduy Nuclear Power Plant and would probably be approximately 250 to 300 metres long. “This is a matter of design, and we expect the results of the detailed design project to be available,” Petrova added.
