Yes, Bulgaria’s Bozhanov Meets with IT Sector Representatives to Discuss Operations of Information Services AD 2026

Balgarianovinite.com At the initiative of Yes, Bulgaria co-chair Bozhidar Bozhanov, a working meeting has been held in Parliament to discuss possible solutions for the operations and future of Information Services AD, with representatives of Bulgaria’s IT sector taking part. Although Innovation and Digital Transformation Minister Ivan Vasilev had been formally invited, he did not attend the meeting, Democratic Bulgaria’s press office said on Friday.
“A comprehensive legal framework is needed for the governance of information and communication technologies. Such a framework can only emerge through constructive dialogue between the IT sector, Parliament and the Ministry. I believe the Committee on Innovation and Digital Transformation is the appropriate institutional format,” Bozhanov, who was Bulgaria’s first e-government minister, was quoted as saying.
The Yes, Bulgaria co-chair said he would present to the committee his proposal to establish a working group tasked with drafting a legal framework that meets the expectations of the business community while ensuring transparency and efficiency. The group’s main priority should be to build cross-party consensus on the future of Bulgaria’s digital transformation and IT sector.
Democratic Bulgaria said the meeting was prompted by a serious confrontation earlier this week between the Innovation and Digital Transformation Minister and representatives of the IT industry. The Minister had responded harshly to a letter from IT associations calling for a review of the role of the system integrator, making a constructive discussion on the issue difficult, though not impossible, the political entity noted.
In an open letter dated July 28, Bulgaria’s ICT community called for an open, competitive and innovation-driven model for the digital transformation of the public sector. The letter was addressed to Prime Minister Rumen Radev and Economy, Investment and Industry Minister Alexander Poulev. “The question facing Bulgaria today is not whether to accelerate the digital transformation of the public sector—that is an undisputed national priority. The real question is what model will underpin that transformation: an open, competitive and innovation-driven market that mobilizes the capacity of the entire Bulgarian and European technology industry, or an even greater concentration of functions, projects and public resources within a single majority state-owned company, Information Services AD,” the letter says.
Responding to the letter at a news briefing at the Council of Ministers, Innovation and Digital Transformation Minister Ivan Vasilev said that more than EUR 1.093 billion had been spent on developing information and communication technologies and e-government between 2020 and 2025. Of that amount, EUR 777 million had been awarded outside the system integration framework, directly to the market in which the companies that signed the letter operate. “We have introduced full traceability for every euro the State spends on software, and we are tightening up the rules governing access to Bulgarian citizens’ sensitive data. We understand that this may be inconvenient for some, but we are working to accomplish the tasks that are important for Bulgaria,” Vasilev said.
