Bulgargaz will request an increase of EUR 0.30 per megawatt-hour to its initially proposed natural gas price for October, Lyudmila Vitanova, head of the pricing, market analysis and price formation department, said during a public meeting at the Energy and Water Regulatory Commission (EWRC) on Wednesday. Plamen Mladenovski, chairperson of the Commission, urged the company not to increase its initially proposed price, warning that the regulator would not approve a higher price.
The initial proposal from Bulgargaz was for a 5.96% rise in the natural gas price for October compared to September. Bulgargaz suggested a price of EUR 44.08 per megawatt-hour for the upcoming month, excluding access, transmission, excise, and VAT charges. Vitanova Wednesday noted that Bulgargaz would submit its final proposal on Thursday, which would be EUR 44.40 per megawatt-hour.
She noted that the final proposal would also reflect the price of natural gas at the TTF hub in the Netherlands, which has been rising for some time and was not included in the initial application.
Mladenovski said that if there is an increase from the initial price, the expensive quantities of natural gas included in the initial application should be excluded to soften the impact of the TTF price rise and thus maintain Bulgargaz’s proposal of EUR 44.08 per megawatt-hour. “If not, we will have to adjust the price, as I believe a larger increase at this time is unacceptable. Moreover, gas prices for the entire heating sector during this regulatory period are higher than our forecasts,” he said. The trends forming for winter gas prices are concerning, he added. “I do not think the price should be raised above the initial proposal this month,” Mladenovski said.
The price of natural gas set by the Energy and Water Regulatory Commission serves as the main price benchmark for district heating companies, gas distribution firms, and industrial consumers in the country.
Tasko Ermenkov from the Energy and Water Regulatory Commission asked how Bulgargaz sees price movements in the coming months, given the approaching winter period and increased demand for natural gas. “As consumption rises, the relative share of Azeri gas falls, which leads to a price jump. Based on the geopolitical situation, what are Bulgargaz’s expectations for future developments and what actions will you take?” he asked.
Vitanova replied that during the winter the company would rely on quantities accumulated over the summer, which would have a mitigating effect on the final price. “But since there are still no orders for the coming winter months, and the price largely depends on the volume of requested quantities, I cannot commit to any price levels,” she clarified.
On October 1, the Commission will hold a closed-door meeting to approve the final natural gas price for the month.
