Bulgaria’s OECD Accession Remains Key Political Priority, Foreign Minister Says 2026

Bulgaria’s accession to the Organisation for Economic Co-operation and Development (OECD) remains a key political priority, Foreign Minister Velislava Petrova told Parliament’s Subcommittee on support for Bulgaria’s OECD accession process. She presented an update on the progress towards OECD membership.
Petrova said membership would give Bulgaria an opportunity to join countries with functioning institutions and legislation that provide security for investors. She noted that the mechanisms and procedures established by the organization had proved effective in other countries, describing OECD legislative standards as the “gold standard” that enhances Bulgaria’s attractiveness as an investment destination.
According to the minister, the positive effects are already being felt, as potential investors can be told that Bulgaria is in the final stage of the accession process. Petrova expressed hope that membership would become a reality as soon as possible.
The Foreign Ministry is doing everything possible to coordinate the process so that the remaining legislative amendments can be adopted as soon as possible. Petrova stressed that the executive must prepare the bills, but Parliament has a key role in adopting them. She expressed confidence that MPs would give them priority consideration.
Following a visit by OECD Secretariat representatives to Bulgaria in July, an action plan was drawn up for each of the remaining bills, the minister said. The plan sets specific deadlines for their preparation, submission to the OECD and public consultation. Work is proceeding according to this schedule, she said.
Reviews of Bulgaria’s accession have now been completed in 19 of the OECD’s 25 working groups, Petrova said. The procedure in the Investment Committee has not been formally completed yet, but Bulgaria has fulfilled all its commitments. The OECD Secretariat is expected to launch a written procedure, including the preparation of an informal opinion.
The remaining legislative amendments concern recommendations by three committees in the areas of corporate governance, public governance and environmental policy. Bills amending the Public Enterprises Act, the Judicial System Act and the Waste Management Act are to be submitted to Parliament.
The bill amending the Public Enterprises Act has completed public consultation and is expected to be submitted to Parliament in early October after approval by the Council of Ministers.
The bill amending the Judicial System Act, prepared by the Justice Ministry, is to be discussed by the interministerial working group established for this purpose. The aim is to take into account as many comments as possible at this stage so that the subsequent public consultation can be completed as quickly as possible, Petrova said.
The bill amending the Waste Management Act was sent to the European Commission on September 28 for technical notification. The procedure will take three months. Once it is completed and a response is received from the Commission, the bill can be submitted to the Council of Ministers and then to Parliament.
Subcommittee Chair Aleksandar Ivanov said Parliament was ready and committed to continue supporting Bulgaria’s OECD accession as a strategic national priority. He confirmed his readiness to help ensure the remaining bills related to membership are considered within shortened deadlines.
