Culture Minister to Order Monthly Inspections of Shipka Peak’s Liberty Memorial Restoration 2026

Culture Minister Evtim Miloshev told reporters in Sopot on Wednesday that he would instruct the Inspectorate Directorate at the Ministry of Culture to conduct monthly inspections and monitor all activities related to the restoration of the Liberty Memorial on Shipka Peak.
Miloshev said the monument’s last major renovation had taken place in 1981-1982, based on a project drawn up in 1975. Addressing the tensions surrounding the current restoration, he said that Bulgaria was in the midst of an election campaign.
The Minister appealed for greater responsibility towards the country’s history and statehood, stressing that all procedures related to the restoration, from an administrative and legal perspective and within the Ministry of Culture’s remit, were lawful and in line with Bulgarian legislation.
He added that efforts would be made to ensure greater visibility and transparency regarding the restoration work in order to put an end to speculation.
Earlier on Wednesday, the Regional Directorate of the Interior Ministry in Stara Zagora said that two men had been detained for up to 24 hours after refusing to comply with police orders in the area of the Liberty Memorial on Shipka Peak.
Police officers from the Kazanlak district police department had been dispatched to the site on Tuesday following a report that a group of people were preventing workers carrying out activities at the monument from leaving the site. The two detained men had refused to comply with repeated orders from uniformed officers, the police said.
Conservation and restoration work on the Liberty Memorial began on September 3. Construction and installation works are scheduled to be completed within 642 calendar days from the opening of the construction site and the establishment of the building’s construction line and level.
However, given the extreme weather conditions typical of the Shipka Pass area, the work is scheduled to take place between April 1 and October 31 over three consecutive calendar years.
