Consumer Credit Bill Proposing Cost Caps on Parliament’s Draft Weekly Agenda 2026

MPs are expected to consider a new consumer credit bill tabled by the Council of Ministers under Parliament’s draft weekly agenda, available on its website on Wednesday.
The bill would cap the total cost of certain short-term loans and loans worth up to three times the minimum wage. It would broaden the information required in contracts and advertisements and strengthen professional conduct requirements for lenders and intermediaries.
The proposed legislation would also tighten requirements for creditworthiness assessments to reduce the risk of over-indebtedness. Lenders would need rules for dealing with borrowers in payment difficulties, including refinancing, payment deferrals and changes to contractual terms.
The Consumer Protection Commission would be required to advise people struggling to repay consumer loans.
The draft agenda also includes a first reading of Insurance Code amendments tabled by Progressive Bulgaria MP Daniel Parushev and a group of MPs. The changes would allow the Financial Supervision Commission to decide on covering shortfalls in the funds on its own initiative, rather than acting solely on proposals from the Guarantee Fund’s Management Board. The sponsors say this would enable a faster response when additional funding is needed. The amendments would distinguish insurers’ advance annual contributions from additional contributions and clarify how advance payments are calculated.
MPs are also expected this week to consider a draft resolution repealing Parliament’s resolution of October 31, 2025, which introduced a temporary restriction on exports and intra-EU supplies of petroleum products to other EU Member States.
The draft weekly agenda also includes first readings of government amendments to the Act on the Prohibition of Chemical Weapons and on Control of Toxic Chemicals and the Precursors Thereof, as well as amendments to the Criminal Code.
MPs are also expected to ratify the fifth agreement amending the Framework Agreement between the Bulgarian government and the European Investment Fund and the fifth agreement amending the Financial Agreement with the fund, both concerning implementation of the JEREMIE initiative. The draft agenda also proposes first readings of amendments to the Agricultural Land Ownership and Use Act and the Act on the Supply of Digital Content and Digital Services and the Sale of Goods.
Further items include first readings of amendments to the Railway Transport Act and the Protection against the Harmful Impact of Chemical Substances and Mixtures Act.
Regularly scheduled parliamentary Question Time is scheduled for Friday.
