Foster care and the role of interaction between institutions were the focus of a discussion on Monday at the BTA Press Club in Kazanlak, Southern Bulgaria, part of the “Foster Me” project of the Bulgarian News Agency and the Social Assistance Agency. The participants were Kazanlak Deputy Mayor for Humanitarian Policies Srebra Kaseva, acting Regional Foster Care Team Head Miglena Uzunova, Kazanlak Child Protection Department Head Krasimira Basanova and Dilyana Panova, psychologist at the Future for Children Association. Experts, and foster parents also participated in the discussion.
Kazanlak Municipality has a network of 25 social services, which are officially used by nearly 3,000 people, said Srebra Kaseva. She pointed out that social services in the municipality are aimed at people of all age groups and with different needs. She noted the good interaction between Kazanlak Municipality, the Social Assistance Agency and the Child Protection Department and said that communication between the institutions allows for quick and effective work in the provision of various social services.
In the Stara Zagora Region, as of August 2026, 51 professional foster families have been approved, 17 of which are in Kazanlak Municipality. Children are currently placed in nine of the Kazanlak foster families, said Miglena Uzunova. She reported that a group for candidates for foster families from the municipalities of Stara Zagora and Kazanlak has been launched since September 23. Four families are included in it.
The Head of the Child Protection Department in Kazanlak, Krasimira Basanova, said that foster families have an important role in ensuring constant and quality care for children. She noted that for every child for whom a measure of protection and placement outside the biological family is required, the main task of social workers is to assess, based on age and family history, where the most appropriate place for their placement would be.
Psychological support for children in foster care can be aimed at both their adaptation and the foster family, said Dilyana Panova, a psychologist at the Future for Children Association. According to her, if the parent or foster parent notices a change in the child’s emotions or behavior that worries them, or difficulties related to adaptation, they can contact the Child Protection Department and receive a referral document to begin systematic work with the child and the foster family.
The “Foster Me” initiative is part of the project “Building the capacity of Social Assistance Agency staff in connection with the modernization of social protection systems” – Component 1, which focuses on developing foster care in Bulgaria and increasing the capacity of those involved in it, including social workers, municipal employees, foster parents and others. The project is funded under the Human Resources Development Programme, co-financed by the European Social Fund Plus.
