The draft 2027 state budget envisages increases in a range of social benefits, Labour and Social Policy Minister Nataliya Efremova told journalists in Varna on Friday. She said pensions will be increased in the middle of next year.
All family benefits for children will rise, Efremova added, explaining that the increases will depend on the type of support and range from 16% to 56%. Tax incentives for families with children will increase, as will maternity benefits during the second year of childcare. Incentives for mothers wishing to return to work will also be raised, the minister said.
Efremova highlighted plans for a 5% increase in all salaries in the public sector and a 7.5% rise in the education system. She added that, in principle, salaries in the public administration and their increases depend on the performance of each individual civil servant.
The minister said that the mechanism for setting the minimum wage has been changed to include a lower and an upper limit. The lower limit for 2027 is the current minimum wage of EUR 620 per month, while the upper limit is EUR 672.80. Efremova stressed that the government’s aim is to get as close as possible to the upper limit, taking into account the country’s social conditions and its economic and budgetary capacity.
During talks over the summer, employers and trade unions failed to agree on a specific amount, and the state’s role in this case was to find the most appropriate balance, the minister said. Efremova emphasized that the aim is to set the minimum wage at the highest possible level despite the budget deficit.
“We have currently set a minimum wage that is nearly EUR 40 higher, and this has been proposed for approval following public consultations, which are already under way,” the minister added. She said it is only natural for trade unions and working people to seek higher pay. The final decision on the minimum wage for next year will be taken at the end of October, Efremova said.
The minister noted that, because of Bulgaria’s excessive budget deficit, EU institutions have explicitly called for social spending in the country to be reduced. “We cannot afford to do that, because our first concern, of course, is people, especially those on the lowest incomes,” Efremova said. She said this is also why measures are being taken to increase budget revenues, with a focus on tackling the shadow economy and strengthening oversight.
All social services in the country have been provided with the necessary financial resources, the minister said, stressing that funding for these services will be guaranteed.
On Friday, Efremova was among the participants in the national scientific conference “Law and Business in Contemporary Society”, in Varna, organized by the Department of Legal Studies at the city’s University of Economics.
The Social Policy Minister said active efforts are under way to digitize various services. Many services provided by the Social Assistance Agency can also be accessed remotely through electronic channels, she explained. Bulgarians, however, are still not making extensive use of this option, Efremova added.
