Action to tackle abuses in disability assessments will begin soon, Interior Minister Ivan Demerdzhiev said at a Council of Ministers briefing on Wednesday.
The action will target abuses in decisions issued by Territorial Expert Medical Commissions (TEMC). In entire regions of Bulgaria, obtaining disability status has become a source of income and a profession, he said.
Last year alone, EUR 1.5 billion was allocated for TEMC-related disability benefits, Demerdzhiev said. He said fraudulently issuing TEMC decisions, including to people without the relevant illnesses or disabilities, diverted public funds, harmed people who genuinely needed support and gave some individuals an unfair advantage.
Demerdzhiev also commented on inspections at two clinics at St George University Hospital in Plovdiv. He said the issue involved both the diversion of funds and risks to Bulgarian citizens’ lives and health.
Fifteen patients listed as hospitalized at the Plovdiv hospital were not physically present and had not been admitted, Demerdzhiev said. The hospital was receiving EUR 7,500 a day in public funding for these patients, he added. He described this as a long-standing unauthorized practice across the country, causing losses of tens or hundreds of millions of euros.
Demerdzhiev also referred to an operation by the Interior Ministry and State Agency for National Security (SANS) two weeks earlier that uncovered improper prescribing of expensive medicines. He said the case again involved substantial losses to the State budget, with medicines diverted and subsequently exported instead of being used to treat patients.
