The state of foster care in Silistra Region, the difficulties faced by foster parents, and the need for more public awareness about this form of care for children at risk were the focus of a “Foster Me” discussion at the BTA National Press Club in Silistra on Monday.
The forum was part of the national initiative of the Bulgarian News Agency (BTA), the Ministry of Labour and Social Policy and the Social Assistance Agency to promote foster care in Bulgaria. The meeting was attended by representatives of social services, the foster care team and foster parents, who shared their experiences and outlined both the needs of children and the problems faced by people who have chosen to care for them.
In Silistra Region, there are 12 professional foster families, in which 11 children are placed, reported the head of the Regional Directorate of the Social Assistance Agency, Maya Dimitrova. She said that more foster parents are needed, ready to take on the responsibility of raising a child who cannot receive the necessary care in his biological family. Important conditions for this are emotional readiness and the ability to accept the individual needs of each child.
The head of the Child Protection Department in Silistra, Vanya Raycheva, said that behind each placement are different circumstances, and removing a child from his biological family is a last resort, which is reached after attempts to support the parents and provide conditions for raising the child. She also drew attention to the difficulties in providing medical care in smaller municipalities, where access to specialists is limited and sometimes families have to travel to larger cities.
The difficulties in attracting new foster parents are largely due to the conditions under which this activity is carried out, said the head of the regional foster care team, Maya Hristova. According to her, civil contracts do not provide the necessary security for people of working age, and when a child leaves, the foster parent may be left without income. Among the challenges is the need for foster parents to be prepared to work with the children’s biological families, which may also turn some candidates away.
“Foster care is a mission, not a profession,” said foster parent Ginka Koleva, who spoke about her experience raising children, 16 of whom have been adopted, and the adoption of the seventeenth is in the process. According to her, each child comes with their own experiences and needs, so care requires patience, perseverance and an individual approach. The greatest satisfaction is seeing how children develop and have the opportunity to grow up in a safe family environment.
The “Foster Me” initiative is part of the project “Building the capacity of Social Assistance Agency staff in connection with the modernization of social protection systems” – Component 1, which focuses on developing foster care in Bulgaria and increasing the capacity of those involved in it, including social workers, municipal employees, foster parents and others. The project is funded under the Human Resources Development Programme, co-financed by the European Social Fund Plus.
