Bulgaria’s “polluter pays” principle has increased household waste collection fees but distributed costs more fairly, according to several mayors speaking at a forum held as part of the Annual Meeting of the National Association of the Municipalities in the Republic of Bulgaria here on Monday.
Municipalities reported that fees for businesses and non-residential properties had fallen, while households faced higher charges. In some rural areas, fees rose two- to threefold, partly because garden areas are now included in the calculation, the mayors emphasized.
Despite the increases, revenue collection rates have generally remained similar to previous years, with reported collection rates ranging from 68% in Nikolaevo to 82% in Belene. Mayors highlighted challenges including data collection, limited public awareness and the need for investment in waste containers and infrastructure. Some municipalities are also exploring joint waste-sorting facilities to reduce costs.
Officials stressed that the new system requires accurate data, transparent calculations and better communication with residents. Dolni Chiflik Municipality has introduced an online calculator to help households and businesses estimate their new fees.
