The number of transacted dwellings in Bulgaria fell by 18.1% in the second quarter of 2026 compared with the same period last year, according to the latest data from Eurostat. This was the third-largest decline among the EU Member States covered by the survey, after Luxembourg and Croatia.
The decline in Bulgaria follows year-on-year decreases of 18.5% in the first quarter of 2026 and 22.5% in the final quarter of 2025.
For the whole of 2025, the number of transacted dwellings in the country fell by 2.5% compared with 2024. Bulgaria was one of only three countries among the 18 EU Member States that provided annual data to record a decline. The other two were Croatia, with a 4.1% decrease, and Poland, with a 1.1% drop.
The decline in Bulgaria in 2025 was driven by a 5% decrease in sales of existing dwellings, while the number of newly built dwellings sold increased. A similar trend was recorded in Croatia.
Data for the period from 2015 to 2025 also reveal seasonal patterns in Bulgaria’s housing market. The average number of transacted dwellings is highest in the fourth quarter, as is the case in nine other EU countries covered by the data.
In the second quarter of 2026, the number of transacted dwellings decreased in nine countries, with the highest falls observed in Luxembourg (-35.1%), Croatia (-33.3%), Bulgaria (-18.1%) and Finland (-17.7%). It increased in six countries, with the highest rises recorded in Austria (+46.5%) and Cyprus (+17.1%).
In 2025, the largest increases were recorded in Slovenia (+29.9%), Lithuania (+22.8%) and Austria (+22.3%). 
For newly built dwellings, the number of transactions increased the most in Hungary (+39.0%) and Luxembourg (+36.2%) and decreased the most in Finland (-22.3%) and Slovenia (-11.6%).
For existing dwellings, the largest increase in the number of transactions was observed in Slovenia (+34.0%) and Lithuania (+23.0%) and it decreased only in Croatia (-7.2%), Bulgaria (-5.0%) and Ireland (-0.4%).
In 2025, house prices in the euro area rose by an average of 5.3%, while the total value of transacted dwellings increased by 16.5%. In 2024, the respective increases were 2.2% and 4.2%.
The statistics cover both newly built and existing dwellings purchased by households. House sales statistics are sent by Member States to Eurostat on a voluntary basis, meaning that the information does not cover all EU Member States. The estimate of the change in the total value of home sales in the euro area was calculated based on available data from 15 countries.
