Participants in the presidential election must submit details of their donors and campaign funding, the Bulgarian National Audit Office (BNAO) said on Wednesday.
Parties and nomination committees must submit the information to BNAO in both paper and electronic form by September 30. It will be published in the Unified Register under the Election Code (ERIK) to ensure openness and transparency in campaign financing.
Submissions must identify donors and specify the type and value of their donations, along with details of candidates and nomination committees members who have provided funds and the amounts contributed. Where the total donation or contribution from one individual exceeds one minimum wage, a declaration of the source of the funds is required. Participants must also identify the polling, advertising and public relations agencies they work with.
During the campaign, parties and nomination committees must submit newly received information for inclusion in ERIK within seven days.
BNAO has prepared an information brochure to help election participants meet their statutory obligations and deadlines. The brochure is available on its website.
The office has also published guidance and templates for the letters, applications, declarations and reports that participants must submit. These are available on its website.
Campaign income and expenditure reports are due at BNAO by December 4, or December 11 if there is a runoff. The office will then conduct compliance audits for participants whose declared campaign income or expenditure exceeds EUR 511.29.
Party or nomination committees representatives face fines of EUR 1,533.88 to EUR 5,112.92 for breaching ERIK filing requirements.
Breaches of the overall funding limit or related prohibitions, or failure to use bank transfers for campaign income and expenditure above EUR 511.29, carry fines of EUR 1,533.88 to EUR 7,669.38.
Failure to declare the source of donations or contributions exceeding one minimum wage carries a fine of EUR 511.29 to EUR 1,533.88. The fine rises to EUR 1,533.88 to EUR 5,112.92 for a repeat offence.
The Central Election Commission will draw lots later on Wednesday to determine candidates’ ballot numbers for the presidential and vice-presidential elections.
