The government on Wednesday approved a position for Bulgaria to exercise constructive abstention on European Peace Facility (EPF) measures financing purchases of new lethal weapons for Ukraine, the Government Information Service said.
Bulgaria’s required financial contribution under the EPF will be used solely for measures providing non-lethal assistance to Ukraine.
The EPF was established by Council Decision (CFSP) 2021/509 of March 22, 2021, as an off-budget EU instrument. It finances initiatives with military or defence implications under the EU’s Common Foreign and Security Policy (CFSP). All EU Member States are required to make financial contributions, which the release said were calculated on the basis of GDP.
The commitments under the EPF were made by previous governments, the release said. Failure to make payments when due would result in interest charges and prevent reimbursement for assistance already provided.
The EPF’s governing rules allow a Member State to exercise constructive abstention under Article 31(1) of the Treaty on European Union, declining to support a particular CFSP decision without blocking its adoption. Bulgaria’s required financial contribution will be used solely for measures providing non-lethal assistance to Ukraine.
Bulgaria will seek priority use of its EPF contribution for non-lethal assistance to Ukraine in areas where members of the Bulgarian national minority live. The possibilities for doing so are being clarified with the European Commission.
As a Black Sea country, Bulgaria has a strategic interest in ending hostilities close to its borders, the press release said. It described an exclusive focus on non-military aid as a clear signal to the international community that Bulgaria supported Ukraine’s sovereignty and territorial integrity but rejected the logic of endless military confrontation and sought ways to open diplomatic channels for negotiations.
