Balgarianovinite.com A strategic plan for the development of culture is being prepared to review every sector, identify problems and set out solutions, caretaker Minister of Culture Nayden Todorov said in an interview for bTV on Tuesday. He added that reform of the performing arts is needed because the current funding model has run its course.
The performing arts account for about half of the Ministry of Culture’s budget, he said in response to a question about problems in the sector. Earlier on Tuesday, Todorov presented a reform plan for the performing arts at a news conference, saying the funding model had been exhausted.
There is already a very outdated funding system that can be used like a pyramid, he said. “I cannot talk about abuses until they are proven, but the system is being used not to create a product, but to make money,” Todorov said during the television interview. In its current form, the delegated budget is an open system, while the Ministry of Culture’s budget is a closed system and has limits, he added.
Asked about demands by private theatres for access to State and municipal stages and box offices, Todorov said he saw this “as a sad joke, the result of publicly funded institutes and privately funded organizations being forced to run on the same track”.
Todorov said: “When we put things back in their proper place, namely that publicly funded institutes shape the audience’s taste, while private and independent bodies use that taste to produce shows from which they earn money, I think this clash between independent, State, private and municipal players will no longer exist. One of the ideas for changing the funding model is for everyone to run in their own lane and receive what they need. State organizations should receive a State subsidy, while for the others the State should create conditions for them to function normally.”
Asked what he would do about the pay and finances of musicians at the Bulgarian National Radio (BNR), he said a possible solution was found. “They wanted to enter partly into the Ministry of Culture’s delegated budget system, which is not possible because BNR and the Ministry of Culture are different secondary budget spending units,” Todorov said.
He said that while options were being sought, it turned out that some of the country’s best ensembles, the BNR Orchestra, the BNR Mixed Choir, the BNR Folk Choir and the BNR Big Band, do not exist as legal entities. “Such legal entities do not exist. There is a so-called music house at BNR, and they belong to it, but the law mentions them as music ensembles at BNR,” Todorov said.
He added that the first step towards solving the problem was to institutionalize the orchestras and turn them into a legal structure within BNR, after which the law would make it possible to raise their incomes. “This is a commitment I have made, to prepare this change,” Todorov said.
