Balgarianovinite.com In an interview aired on bTV on Sunday night, Continue the Change (CC) Chair and former finance minister Assen Vassilev said that the net increase in debt in the 2026 State Budget is EUR 10 billion over five months. This means that in one year, this government will take on more debt than what was incurred from 2022 to 2024 combined, Vassilev added.
The leader of CC reported that during his term, the total debt amounted to EUR 8 billion over the three years. Commenting on the 5.7% deficit planned in the budget, he stated: “They absolutely lied that they inherited debts in order to justify freezing incomes.”
Vassilev said: “The budgets I drafted – for 2022, 2023, 2024 – are the three budgets that my team prepared. The first ended with a 3% deficit, certified by Eurostat. The second ended with a 2% deficit, certified by Eurostat. And the third ended with a 3% deficit, certified by Eurostat, with the deficit including all unpaid amounts. It is calculated on an accrual basis. In other words, if invoices have been issued, all of that is included in Eurostat’s calculation.”
The former finance minister was adamant that the 2026 budget does not contain any segment labelled “Old payments”. He added: “That is the lie. Because in the budget, under capital expenditures, it lists expenditures of EUR 1.4 billion, but they have allocated EUR 3.1 billion.”
Vassilev argued that if there were unpaid expenses, the cabinet should have listed the specific unpaid invoices, the exact time since they have been left unpaid, and the amount owed. He added: “Why isn’t this table included? Why are [EUR] 1.7 billion unaccounted for?”. He concluded that these are not old liabilities but new expenditures being planned.
