Continue the Change Chair Vassilev Calls on PM to Explain Constitutional Court Budget Ruling at Protest 2026

Continue the Change Chair Assen Vassilev told reporters at a protest of young doctors outside the Health Ministry on Tuesday that Prime Minister Rumen Radev is wrong to say that protests against the government are aimed at putting together a new political coalition. “Mr Radev, instead of talking about political deals while opening a battery facility owned by [former GERB MP] Delyan Dobrev, come to the protest and explain why the Constitutional Court today ruled that parts of your budget were unconstitutional and robbed Bulgarian citizens,” Vassilev addressed the Prime Minister.
“If you answer this question, I am sure the protesters will give you a proper welcome, just as they did when you raised your fist. If you cannot, you will be kicked out with stones,” Vassilev added.
Earlier on Tuesday, when asked in Tvarditsa to comment on a protest scheduled for Tuesday evening under the slogan “Your ‘peace’ is capitulation! Your ‘diplomacy’ is isolation!”, Radev said the organizers’ intentions are becoming increasingly clear: “to resurrect the ‘assemblage’ and to whitewash GERB leader Boyko Borissov and Movement for Rights and Freedoms (MRF) leader Delyan Peevski, to return to power alongside them because they cannot do so on their own, to drag us into the war, and to have Assen Vassilev draw up our budget, which will finish us off.”
Earlier, the Constitutional Court rejected a petition seeking to have the 2026 State Budget Act declared unconstitutional in its entirety. However, it ruled unconstitutional the amendments concerning the freezing of the minimum wage, changes to the calculation of length of service, and a new formula for the salaries of junior magistrates that linked their pay to MPs’ remuneration.
“As for the minimum wage, the court said it would not examine that provision because the text had since been amended. But, as you know, that provision was unconstitutional as well,” Vassilev said.
“This is also an opportunity for [President Iliana] Iotova to explain why her team insisted that everything in the budget was in order and that it contained no unconstitutional provisions. We presented the Constitutional Court with exactly the same arguments we had presented to her team, and the court confirmed that all the provisions we had identified as unconstitutional were indeed unconstitutional,” he said.
According to Vassilev, the government should now start respecting the Constitution and defending the interests of Bulgarian citizens rather than those of the oligarchy. He also called for the resignations of Finance Minister Galab Donev and Labour and Social Policy Minister Nataliya Efremova.
“For five years, we kept Bulgaria out of war. Since Radev and his incompetent government came to power, drones have started falling on Bulgarian territory and ships have been sunk in Bulgaria’s exclusive economic zone. It is Radev who has dragged us into the war,” Vassilev said.
“We kept the country out of war, we protected Bulgarian ships, we protected Romanian ships, we established humanitarian corridors, and even protected the ships that exported Ukrainian grain in 2023. We achieved all this with NATO’s help and by taking a clear and firm stance, not by bowing in every direction and spinning around. When you spin around like a top, nobody respects you, and you start getting beaten up from all sides,” Vassilev said.
