Dual Education Is Among Government’s Top Priorities, Deputy Education Minister Says at DOMINO 2 Programme Conference Opening 2026

At the opening of the DOMINO 2 programme’s annual conference, Deputy Education and Science Minister Tanya Pancheva said that dual education is one of the government’s top priorities, supported through various initiatives, the main one being the DOMINO 2 programme for the development and enhancement of the dual education system, the Education Ministry announced on Wednesday. The annual conference is being held as part of the Swiss-Bulgarian Cooperation Programme.
“The Swiss model is extremely important to us because it is characterized by strong business involvement, early youth employment, and sustainable institutional partnerships,” Pancheva said. According to her, business and education must increasingly work together, and industries themselves must be part of curricula preparation and skills development policies.
The event’s opening was also attended by Switzerland’s Ambassador to Bulgaria Pierre Hagmann and Swiss Contribution Office head Inanna Gobel-Bosch. The forum brought together leading experts, employer organizations, and vocational schools.
In his remarks, Ambassador Hagmann emphasized that dual education is one of the leading initiatives under the cooperation programme between the two countries. “We launched this partnership back in 2015, and it has shown that when schools, employers, and government institutions work together, they can truly create a system that prepares young people for the realities of the labour market, while also helping businesses build the skilled workforce they need,” he noted.
Gobel-Bosch emphasized that the overall goal is to provide more opportunities for professional development and successful careers for young people.
Directorate for Vocational Education and Training head Vanya Tividosheva reported that this school year has seen an increase in the number of eighth-grade students choosing to enrol in dual education programmes. While there were 2,184 such students in the 2025-2026 school year, the number has now risen to 2,653, marking a 21% increase.
Programme head Polina Zlatarska outlined DOMINO 2’s main components and the next steps for the system’s development.
Experts from CEMETS Global Foundation and ETH Zurich, Swiss Federal University for Vocational Education and Training (SFUVET) and CFPS Le Repuis participated in the conference.
The Swiss-Bulgarian Cooperation Programme has a budget of CHF 5.8 million and will run from 2025 to 2029, building on the results of the first project.
